To deliver WHO core functions at country level with a particular focus on the organization's directing and coordinating role for international health as expressed in the Constitution. In this framework, specific activities include:
Support to the formulation, implementation and evaluation of national health policies, strategies, and Health Systems Strengthening (HSS) plans;
Development and management, at the country level, of the organization's programme of technical cooperation and coordination of the organization's activities with those of other bodies and with the Government's National Health Programmes to this end;
Support GHI proposals, development, programmes and implementation follow up.

Description of duties:

Purpose of the Post:
To assist the WR office in providing technical support and guidance to Ministry of Health (MoH) to design policies and strategies for health system strengthening and scaling up of provision of services that are of good technical quality and to make better use of available Global Health Initiatives (GHI) resources namely Global Alliance for Vaccines & Immunization (GAVI) and Global Fund (GF).

Organizational Context:
Under the direct supervision of the Medical Officer Primary Health Care (PHC) and overall guidance of the WR Afghanistan, the incumbent will provide technical assistance to the national counterparts in implementing the GF and GAVI/HSS activities including WHO collaborative programmes. S/he will work closely with the MoH and other health partners, specifically focus and liaise with HSS Coordinating Unit, national health management and information system, monitoring and evaluation department and will be in contact with related national and international agencies.

Summary of Assigned Duties:
Under the overall guidance of WHO representative and direct supervision of Medical Officer PHC, the incumbent will perform the following duties:
1. Provide technical support for Ministry of Primary Health (MoPH) HSS coordinator to build partnership with Nationals and Internationals engaging concerned stakeholders, ensuring effective collaboration with priority programs, with special focus on the development and implementation of HSS work streams funded by GAVI, The GF and other Global Initiatives;
2. Strengthen the national capacity for organization and management of health services based on the primary health care;
3. Provide technical assistance to the MoPH in Human Resource Development, especially in assessing, policy making, planning, managing and monitoring the health workforce;
4. Coordinate all communications concerning GAVI and GF HSS application development and its implementation, monitoring and evaluation;
5. Strengthen the national health management information system, including surveillance and setting up a system for assessing the health system functions and performance and monitoring the health system's performance;
6. Provide requested support to facilitate and monitor technical and financial resources management to support GAVI HSS, CSO and GF HSS implementation ensuring its sustainability;
7. Provide technical support in mobilizing resources through applications development and coordination between different levels stakeholders;
8. Provide continuous support to strengthen partnership spirit and coordination between partners, multilaterals and NGOs.

Essential: University degree in Medicine and Masters degree in Public Health .
Desirable: Training in planning and health system

Functional Skills and Knowledge:
• Demonstrated expertise in health system functionality and analysis
• Demonstrated ability to link health system issues to the prevailing challenges
• Familiarity with global demographic and health trends in the Eastern Mediterranean region
• Knowledge of the key stakeholders and players in health system strengthening
• Ability to work in multi-disciplinary and cross-cultural teams

Other Skills: Excellent knowledge of computer packages for report writing and presentation.

Essential: At least 7 years experience in Public Health and Health System Strengthening program at the national and international levels.

Desirable: Experience in health planning , Global health Initiatives and projects proposal writing.
Excellent knowledge of English.

Annual salary:

67395.00 USD at single rate
72373.00 USD with primary dependants

Post Adjustment:
56.50 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
